#73978: port patch with os.major=X should not care about a "platform mismatch"
------------------------+--------------------

 One used to be able to specify `os.major=X` together with `port patch` to
 simulate building on an older OS in order to check whether OS-version-
 specific patches still apply.
 Currently that no longer works; instead it shows:
 ```
 DEBUG: platform mismatch ... upgrading!
 ```

 and wants to rebuild all dependents for the older OS first.

 Is this an intentional change? If possible can this be reverted please?

 [similarly, but I can open an new ticket for this: there should be no
 obvious reason why `port extract` needs to wait for a registry lock]
