Comment:

 The cycle appears to be: python313 ->  mpdecimal -> clang-16 -> libomp ->
 python313

 The place to break the cycle is probably at libomp's python dep, since
 clang needs libomp and python >= 3.13 needs mpdecimal. Or maybe mpdecimal
 could use a clang that doesn't depend on any of mpdecimal's dependents.
