Installing fetchmail

Hi Aurélien,

I was devising adding a variant for the fetchmailconf stuff (that
depends on python) in Bug #10780, but never got to do it.
As always, there is a dilemna between going either the variant way
(+fetchmailconf, or -fetchmailconf, whatever's preferrable), or
splitting it in two ports, fetchmail & fetchmailconf.

I think I'll add a variant named 'fetchmailconf', perhaps defaulting to
it. You need to file a bug on py-tkinter, in the meantime I'll probably
try to get a variant out.
