I had the same problem, but atk was installed with version 1.12.2_0.
After an uninstall, selfupdate and install of atk, gtk2 builds
without problems. selfupdate was up to date before the try to
uninstall, selfupdate and install of atk!

Here my log:

I wanted to install atk first, but it was installed:
$ sudo port install atk && sudo port install gtk2
Password:
--->  Fetching atk
--->  Attempting to fetch atk-1.12.2.tar.bz2 from http://
ftp.rpmfind.net/linux/gnome.org/sources/atk/1.12
--->  Verifying checksum(s) for atk
--->  Extracting atk
--->  Configuring atk
---> Building atk with target all
--->  Staging atk into destroot
---> Packaging tgz archive for atk 1.12.2_0
--->  Installing atk 1.12.2_0
Error: Target com.apple.install returned: Registry error: atk
1.12.2_0 already registered as installed. Please uninstall it first.
Error: Status 1 encountered during processing.

I searched for atk in macports directory to see if something was
wrong there.
$ find /opt/local -name atk
/opt/local/include/atk-1.0/atk
/opt/local/share/gtk-doc/html/atk
/opt/local/var/...

For me it seemed that atk is installed correctly, nevertheless I
tried to reinstall atk with a selfupdate.

$ sudo port uninstall atk
...
$ sudo port selfupdate
Password:
DarwinPorts base version 1.320 installed
Downloaded MacPorts base version 1.320
The MacPorts installation is not outdated and so was not updated
selfupdate done!
$ sudo port install atk && $ sudo port install gtk2
...

Now it works, but I don't really understand what was difference
between the first and the second try.
The Portfile should be the same if selfupdate prints "installation is
not outdated".
Maybe an issue with atk or port ?

Greets,
