lincity-ng lists libxml2 as a dependency.

lib:libxml2:libxml2

But I've seen many cases where the old dependency format is not effective
and the dependency is not installed.  In those cases the new one
(port:libxml2) fixes it.  I think the old ne should be phased out anyway,
except for X11 and stuff where we are using Apple's apps.
