I simply don't understand how to gain TICKET_CREATE privileges.  Sorry
if this is one of those archetypal newbie concerns, but I don't see any
explicit references to it anywhere on the Wiki.  I am assuming that I am
not supposed to 'port install' trac on my system...

Why create this unnecessary roadblock for new users anyway?
