patch for the py-scientific Portfile (and subversion account request)

I'd like to suggest a change to the Portfile for py-scientific.  The server
currently referenced is having problems.

I'm new to MacPorts, and have run into a lot of these kinds of issues.  I
feel that I should be contributing to the community more, and would like to
know how to go about getting a subversion account.
