PortAuthority 1.3 available

I have posted a new release (version 1.3) of PortAuthority. This version
fixes a serious bug in which the "port upgrade installed" command was
not functioning correctly. The documentation has also been updated. This
is a free upgrade to registered users; a 30-day demo is available for
others to try.
