id3lib 3.8.3_0 installs fine for me.

I do have libgcc_s.10.4.dylib:

$ cd /usr/lib
$ l libgcc*

It is presumably provided by Xcode's gcc 4.0 package:

$ cd /Library/Receipts/
$ grep libgcc_s.10.4 -r * 2>/dev/null
Binary file MacOSX10.3.9.pkg/Contents/Archive.bom matches
Binary file MacOSX10.4.Universal.pkg/Contents/Archive.bom matches

$

You should update to Xcode 2.4.1 just in case.
