Sounds like lighttpd is broken on Mac OS X 10.3.9, and you may want  
to bring that up on the lighttpd mailing list. I would suspect that  
this problem is general to lighttpd on Mac OS X 10.3.9, and not  
specific to MacPorts. Therefore, the lighttpd developers will have to  
find the solution. Especially since the lighttpd portfile doesn't  
look like it's doing anything unusual. And since the error message  
says to send an email to Jan (the lead developer).
