upgrading patchlevel

Encourage the maintainer of ruby to update it to the latest version.  
Discover who the maintainer is with "port info ruby". You may wish to  
file a ticket in Trac and assign it to the maintainer and Cc yourself  
and the maintainer. You may wish to search Trac first to ensure the  
issue has not already been reported.
