Why doesn't mysql5-devel support systems prior to 10.4?

You might want to ask the maintainer of the port why he did that. I'm  
Cc'ing him on this email. You could always try removing that section  
of the portfile to see if it does in fact work on 10.3. I can't seem  
to find any system requirements listed on the MySQL web site.
