XCode 3.0? Safe for old school Tiger users?

Does it come with a gcc tarball - including the new objective-c
runtime?  If so, maybe that can be tweaked and recompiled to run from
the command line on Tiger.

I think this is the first version of gcc that supports Objective-C 2.0
