On my Panther Mac I have:

ld: osdep/libosdep.a(macosx_finder_args.o) illegal reference to  
symbol: _QuitApplicationEventLoop defined in indirectly referenced  
dynamic library /System/Library/Frameworks/Carbon.framework/Versions/ 
A/Frameworks/HIToolbox.framework/Versions/A/HIToolbox
