universal_target is what is used to fill the MACOSX_DEPLOYMENT_TARGET  
variable. MacPorts should be setting this by default to whatever is  
right for the current OS: 10.3 on 10.3, 10.4 on 10.4, 10.5 on 10.5.  
If the macports.conf has this setting listed, then that overrides the  
default behavior.
