I don't think so - I can't build +no_atlas with atlas installed - if
its there it gets used regardless of the variant :

So when I build +no_atlas without atlas installed I get no external
blas (not veclib) http://trac.macports.org/ticket/22200

I don't know what to do to get veclib...
