The reason is xmlto, which has more dependencies than needed:

Runtime Dependencies: coreutils, findutils, getopt, libpaper, texlive,
                      texlive-htmlxml, libxml2, libxslt, docbook-xml,
                      docbook-xsl, fop, dblatex

As a comparison, the xmlto Debian package only has:

Depends: libc6 (>= 2.2.5), xsltproc (>= 1.1.12-8), docbook-xsl (>= 1.64.1.0), docbook-xml (>= 4.2-8), debianutils (>= 1.16), libxml2-utils, sgml-base

No need for texlive.
