No, it is not optimized. It is evaluating both operands and than builds
the intersection of the two sets.

Note that this operation is already a lot faster with the sqlite
registry backend that is available as of MacPorts 1.9.0. See the
announcement [1] how to switch from "flat" to "sqlite".
