You should keep your MacPorts base installation up to date. Whether you do so by running selfupdate, or by installing new versions of MacPorts using the disk image installers on our web site, or by compiling MacPorts from source, is up to you.

If you are able to "svn up" your ports tree, why is MacPorts not able to do so for you when you selfupdate? This should work; it works for me.
