Manually stepping through port phases

Most users would consider "install" to mean both phases; people don't  
think in terms of those being separate steps, unless they're used to  
working in an environment that requires it.  (Which isn't just  
MacPorts; users of encap, stow, depot, etc. also have this separation.)
