NumPy, SciPy, universal builds, and default fortran compiler for scientific ports

Some ports only work 32-bit.  So, I have to install them, and their
dependencies, as 32-bit.  But some of those dependencies are shared
with other ports I use, which I have installed 64-bit.  So those
shared dependencies have to be universal.  At least that's my
understanding of a "point" to universal programs.
