There is a link from lists.apple.com titled "Lists hosted on this
site" that takes you to a page with the active lists:
http://lists.apple.com/mailman/listinfo

macosx-dev is not one of them and is not active.  I think "general Mac
OS X questions" is too broad and there is no such list, hosted by
Apple anyway.  They use their (web-based) support forums for this sort
of thing.  If you can use those forums at least temporarily, it might
be a better to place to inquire about a general purpose mailing list.
