How long to see an updated port?

Define "submitted". If the new port is sitting in a Trac ticket that is not marked as fixed and there's no revision number listed, then it takes as long as it takes for someone to notice the ticket, test the attachment, and commit it to the Subversion repository. Once it's committed, the committer should mark the ticket as fixed and state what revision number the change was committed in. Once that happens, it takes 30 minutes for the change to propagate from Subversion to the rsync server, and up to an hour for the PortIndex to get regenerated. At that point, users can run "sudo port selfupdate" and the updated port is then available to them.
