Unrecognized action "update"

Hello, I am on a MacBook Pro 10.5.8, freshly installed everything.

I just did a
sudo port selfupdate

then a
sudo port upgrade outdated

and then I attempted to make sure that some software was up-to-date, so I did a
sudo port update ncarg

and I got
Unrecognized action "update"

I get the same error message for any other software to update.

Can someone help?
