It appears it does not. (You can "port cat wireshark-devel" or "port edit wireshark-devel" and see for yourself what it does.)

I assume "make osx-app" would make a Mac OS X application that could be double-clicked, instead of having to be run from the command line?

Is there any reason why it can't just be always enabled on Mac OS X? Fewer variants is better.

The usual way to request something be changed in a portfile is to file a ticket in the issue tracker.
