Yes.

Not necessary as per the above, but we'd also like to avoid putting any
more distfiles in svn. If it's impossible to get one via http, ask Bill
to put it on distfiles.macports.org.

Going back to the OP's concerns: since the old version is available on
our server, you can just diff its contents against the new one's to see
what changed.
