Clear as mud.

1- This page appears to only apply when a port is installed...

or do I simply go in and modify the plist file -- will that modification "stick" when the next MacPort update takes place or will I have to remember to "re-edit" it?

2- Should the plist file: /opt/local/etc/launchdaemons/org.macports.bind9]/org.macports.bind9.plist
contain an entry like:

     <key>sartupitem.logevents </key><string>yes</string>

The example given appears to be for a shell script.

Similarly, in the plist file is the entry:
     <key>Debug</key><false/>

According to the Launchd.plist man page:

"Debug <boolean>
This optional key specifies that launchd should adjust its log mask temporarily to LOG_DEBUG while dealing with this job."

The implication being that one needs only to set this operator to <true/>

3- BTW: the link at the top of the page to "launchd" -- developer.apple.con/macosx/launchd.hml -- is not "valid." it redirects to: http://developer.apple.com/technologies/mac/

One guesses that you intend to hit: "System Startup Programming Topics: Guidelines for Creating and Launching Daemons"
http://developer.apple.com/library/mac/#documentation/MacOSX/Conceptual/BPSystemStartup/Articles/DesigningDaemons.html%23//apple_ref/doc/uid/TP40001791-BBCBHBFB
