Yes, it will restart the download from zero.

I, too, often experience hangs when downloading the gcc ports' distfiles. I don't know what's the matter with their server. You could download the distfiles manually, from a different server that works properly (like any of the MacPorts mirror servers) and place the files in the directory where MacPorts expects them to be.
