What/where Xcode 4.0.2 for Macports install in Snow Leopard?

But not if you're a non-paying member? Sorry, I'm confused. I've tried
downloading it from my non-paying account which I've had for ten years but
was directed to sign up for the $99 a year Mac developer scheme in order to
download it as I'm not running Lion.
