Based on the rest of the ticket, there might not be anything to be done:
You're not the first one to report intermittent svn failures from svn.sourceforge.net. This can happen both with http and with https, so changing the portfile won't do much good in the long run. Short of creating a mirror of our own, there's not much we can do about this. Sorry.
