However, according to this:

It may be a problem with the way your Xcode is installed; try uninstalling (using Apple's uninstallation script) and reinstalling Xcode 4.2.1. If that helps, let us know.

Note: do not install Xcode 4.3; MacPorts is not compatible with it yet.
