how long for changes to propagate in macports?

That's a different issue; if it has a maintainer you should cc: them on the
ticket so they notice that someone has done something, if it's nomaintainer
/ openmaintainer then your best bet is to comment in IRC or here on the
list, since by definition nobody is paying any attention to tickets against
the port.
