"perlbrew"?  You have both MacPorts and HomeBrew installed?

And something is moving a HomeBrew config *in front of* MacPorts, therefore
MacPorts must be doing it??

And doing it specifically by causing sudo to magically reach into the
address space of its parent and modify it, apparently, since you claim sudo
is not wrapped by a shell function???

I completely fail to understand how you arrive at this evaluation.  I
suggest you carefully evaluate what is in your shell startup files, where
it came from, and what it is doing.  Note that the *only* addition that
MacPorts makes is to add itself to $PATH as part of "login" (which for most
OS X users is when a new Terminal window or tab is created).
