py27-pyqt4: This version of PyQt requires SIP v4.13.3 or later

Hello,

it returns 4.13.2.

That's exactly the point that I don't understand. Every fresh install of
pyqt4 always fetches sip 4.13.2. Am I missing something obvious here?
