Permission error when developing port

Hello,
I am trying to update the smlnj port. So I make a new portfile, and then
when I try to run it after running portindex the following happens.

$sudo port install smlnj
Error: Unable to execute port: could not read
"/Users/watsonladd/ports/lang/smlnj/Portfile": permission denied

This is very odd: the permissions are 644, and naturally sudo should be
giving port root permissions which would allow it to do this.

Any ideas?
