Upgrade outdated in Mavericks

I would think so. I just  finished following the Migration information and began to install the items I use; subversion, CMake, and Boost. As soon as it attempted to install apr 1.4.8_0 for subversion it failed with the same error I have been seeing.

Environment:
OS X 10.9 GM
Xcode 5.0.1 GM (with all downloads) 
Also fails with Xcode 5.0.

I will see if I can file a ticket.
