No, certainly Apple has not installed /usr/local/bin/gnutar, nor anything else in /usr/local. /usr/local is a location where users may install their own software (though, when using MacPorts, they should not do so). Apple does not ship anything in /usr/local, not on Mavericks, not on previous OS X versions.
