Problem with Macports, homebrew, and ghostscript

This is where I get confused. What does "link against usr/local" mean? What
is the effect vis-a-vis macports of the steps indicated? It seems to
uninstall the installed, and then reinstall the requested and active. What
would be the difference? How would this impact mapcports?
