For future reference:
sudo port -ns upgrade --force libiconv

MacPorts does not have the capability to re-install older versions of ports; if you want that you have to follow the instructions in the howto/InstallingOlderPort wiki page. So no, the instructions will only leave you with the latest version of each port, because that’s all that MacPorts knows how to install.
