upgrading MacPorts after updating from 10.6 to 10.9 - missing gnutar?

you didn't follow the Migration instructions correctly, specifically you missed https://trac.macports.org/wiki/Migration#ReinstallMacPorts

[MacPorts picks up which tar/gnutar to use at install time]
