installing octave +gcc48 installs gcc47?

I found the problem .. a silly/sloppy mistake on my part.

A couple of years back I had played with a local copy of GraphicsMagick (~/ports/graphics/GraphicsMagick).  Once I deleted that and ran a selfupdate all is as it should be.
