Configure output and config.log.

A couple of reasons:
 1. It wouldn't solve your problem
 2. You don't accidentally end up using an incompatible Tcl version (8.4 and
    8.6 don't work)
 3. It wouldn't work because the MacPorts Tcl packages wouldn't be installed
    in a location automatically found by your Tcl interpreter when you try to
    run package require.
