Captcha error when submitting tickets

When trying to post a support ticket against a broken build for py27-scipy today, when submitting a ticket I am presented with a page that says "captcha error".  However, no captcha was displayed at any time.

I have tried to submit a couple of tickets over the last few months, and have received this error on each occasion.  I've tried on different macs (ppc & intel), different browsers (safari, firefox & opera with extensions enabled & disabled), different OS versions, over standard Internet connections, and using VPNs and Tor - but I always receive the same captcha error.  It's consistent and repeatable.

There was a related discussion a few months ago (link below) but the discussion looked like it ended with no resolution.
