Problem upgrading `tiff`

I do not fully understand how MacPorts is working, so please bear with me.

I currently have a problem to upgrade a number of ports, including
ghostscript, gd2, gimp-gap, gdk-pixbuf2, MyPaint and tiff.
My suspicion is that it all tracks back to a problem with upgrading tiff:

$> port outdated tiff

 The following installed ports are outdated:
 tiff                           4.0.3_4 < 4.0.4_1

Then

$> port upgrade tiff

--->  Computing dependencies for tiff
--->  Configuring tiff
Error: Failed to configure tiff, consult
/opt/local/var/macports/build/_opt_local_var_macports_sources_fco.it.rsync.macports.org_macports-release_tarballs_ports_graphics_tiff/tiff/work/tiff-4.0.4-i386/config.log
Error: org.macports.configure for port tiff returned: configure
failure: command execution failed
Please see the log file for port tiff for details:
    /opt/local/var/macports/logs/_opt_local_var_macports_sources_fco.it.rsync.macports.org_macports-release_tarballs_ports_graphics_tiff/tiff/main.log
To report a bug, follow the instructions in the guide:
    http://guide.macports.org/#project.tickets
Error: Processing of port tiff failed

Then

$> tail -n 20 /opt/local/var/macports/logs/_opt_local_var_macports_sources_fco.it.rsync.macports.org_macports-release_tarballs_ports_graphics_tiff/tiff/main.log

But I have every package installed which has *jpeg* in its name:

$> port installed *jpeg*

  jpeg @9a_1+universal (active)
  jpeg2ps @1.9_0 (active)
  jpegoptim @1.2.4_1 (active)
  libjpeg-turbo @1.3.1_0
  libjpeg-turbo @1.4.0_0
  libjpeg-turbo @1.4.0_1 (active)
  mozjpeg @3.0_1
  mozjpeg @3.1_0 (active)
  openjpeg @2.1.0_0+universal (active)
  openjpeg15 @1.5.1_0+universal (active)

Maybe there is a problem with the *jpeg* files in /opt/local/lib/*jpeg* ?

$> ls -l /opt/local/lib/*jpeg*

What exactly is the problem? What can I do to fix this problem?
