Migration issue

I did just finally force activated both perl5.16 and 5.22.
But, it did let the restore_ports.tcl script continue to install other things.  
I’m not sure if this is a good idea at all?  It gives a bunch of errors for perl libraries as it is going, so I doubt that anything that uses them will function correctly.
