Yes, effectively; my local Internet connection is kinda crap at times. Also
I use it with ports that can't be packaged for licensing reasons, or
because of non-default variants (indeed, sometimes to quick-switch between
variants). (We can't package non-default variants sanely because it would
lead to a combinatorial explosion of dependencies with different variants.)
