kde4-runtime, samba3, and talloc

I will still look into the possibility of having notmuch accept samba3 as a provider for talloc,
but as a first step, I made the use of samba3 in kde4-runtime a variant (enabled by default)
in r135767, which can therefore be deactivated if required.
