> Yes; while it may provide new compilers, the runtime part of libraries such as libSystem, libc++, etc. come with the OS and are upgraded with the OS --- and it is these whose compatibility issues require the Migration steps. (Otherwise, an Xcode upgrade would need to include an OS upgrade, and would cause Apple many support headaches.)
