Quartz is a framework inside OS X. If you have OS X, you have Quartz.

Perhaps you meant XQuartz? i.e. X running on Quartz?

If so, then you should be able to use either the separate XQuartz distribution available at www.xquartz.org or the xorg-server port in MacPorts; they are the same software.
