images_to_archives gets run when files are missing from
/opt/local/var/macports/software, either by manual deletion or some
accidential process.
This has caused problems before with people who thought the large files
MacPorts put there were not needed and deleted them.

It does not complete without error for conversions triggered in the
situation described above.
